Housing development to go ahead as Newark and Sherwood District Council's planning committee votes in favour of changes




Newark and Sherwood District Council's planning committee voted in favour of an application confirming aspects of a three-home housing development.

Outline planning permission was granted on appeal after the application was refused by the committee on the basis there was not an appropriate housing mix, and concern over the loss of green character and the removal of trees.

An application was put before committee on Tuesday evening with an officer recommendation to approve a detailed submission on appearance, landscape, layout and scale of the three homes.

The key issues with the application were the housing need and mix, along with neighbour concerns regarding the preservation of trees and ecology.

In response to ecology concerns, the meeting heard some hedgerow had been protected on the site.

However, Roger Blaney, chairman of the planning committee, acknowledged most foliage would have to be removed for the development to go ahead.

"On the site inspection it was like fighting through a jungle to get to the site," said Mr Blaney.

Previous plans for plots one and two initially included two large four-bedroom houses with two en-suites, dressing room, study and triple garage, and plot three was proposed as a five-bedroom home with two en-suites, study, triple garage and generous living space.

The updated plans granted outline consent, were for a three-bed with two en-suites and a double garage on plot one (66sqm smaller); a four-bed with two en-suites and a double garage on plot two (52sqm smaller); and a four-bed with one en-suite and a double garage on plot three (104sqm smaller).

All of the properties are two-stories and detached, and are set out in a line with access from Lower Kirklington Road.

Malcom Brock, committee member, said he could live with the small reduction in floorspace and the loss of environmental amenity, but voiced concern over the issue of flooding in the area.

"It is a zone one site and not considered to be of high risk, but within the Southwell community flooding is a very emotive and real issue at present," Mr Brock said.

"I hope the green light is not given until full consideration has been given to the foul and surface water disposal, and have a comprehensive proposal for that before any development commences."

Penny Rainbow, also a committee member, seconded the motion for approval but said her concerns were also about the potential for flooding.

In her application report, business manager for planning development Lisa Hughes, said she was satisfied the scheme was acceptable in terms of residential, amenity and ecology, but regretted the fact one of the better trees on the site would have to be removed.

"In terms of the impact upon the highway, information to satisfy the planning condition imposed by the inspector has been provided and the Highways Authority raise no objection," said Mrs Hughes.

"Measures to retain, gap-up and protect the southern boundary hedgerow are already in place in the form of condition seven of the outline consent.

"A mix that better reflects the housing needs of Southwell has been offered comprising of two four-bedroom units (the second most needed type) and one three-bedroom dwelling which is the third most required type of accommodation."
