Plans to build a house on 82 Millgate, Newark not supported by Newark Town Council planning committee
Plans to build a house accessible through a shared footpath in Newark have been opposed by a council for a second time.
Planning committee members at the Newark Town Council have opposed the application to build one dwelling on Millgate.
The applicant, Mr K Robert, Edgefield House, North Muskham plans the property to be subservient to that of 82 Millgate and to replicate the architectural style.
The site is within the Newark on Trent Conservation Area, with 82 Millgate being a Grade II Listed building.
Access to the dwelling would be from a shared path to the side of the property, to which Barbara Corrigan expressed her concerns for emergency vehicles such as fire engines access to the property, in case, the plans were to be accepted.
The dwelling is planned to have a bedroom and bathroom on the entrance level of the building along with an office and utility and the bathroom will serve as the entrance level WC.
There will be off-site parking for the property within a car park to the rear of 62 Millgate, being approximately 150m from the proposed building which is around a three-minute walk.
Newark Town Council has objected to the application due to the size, scale and design, the backyard development, the lack of access to the site, and the flooding risk.
While the site is on the edge of a zone three flood area, the majority of the site is zone one.
The town council also noted the concerns raised by the Conservation Officer about the previous application, which was refused by the Newark and Sherwood District Council in January this year.
The Conservation Officer has previously agreed that “the siting, scale, form and appearance of the proposed dwelling is considered to result in an unduly prominent new dwelling within the setting of the listed building and obtrusive to the special character and appearance of the conservation area.”
Newark and Sherwood District Council refused the former application based on: “The proposed development, by reason of its siting, scale, form and appearance of the proposed dwelling would result in an unduly prominent new building within the setting of 78-82 Millgate, a Grade II listed building, and be obtrusive to the special character and appearance of Newark Conservation Area, and thereby cause harm to these designated heritage assets, contrary to the objective of preservation required under Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.”
The council also said that the application has also failed to “demonstrate the impact the proposal would have on existing trees that positively contribute to the character and appearance of Newark Conservation Area”, as well as pointing out the “lack of safe or suitable off-street car parking” which is likely to have an impact on the “free and safe flow of traffic along the highway [Millgate]” and a loss of privacy to occupiers of other dwellings.
A final decision on the plans for the property will be made by the Newark and Sherwood District Council planning committee.
