Work to create a house of multiple occupancy started before planning permission was sought.
Regal Lodge on Sherwood Avenue, Newark, has been used as an eight-bedroom property since November 6.
However, the application for conversion was not submitted to Newark and Sherwood District Council until December 2.
The district council said the applicant was undertaking action entirely at their own risk.
Roger Blaney, planning committee chairman, said: “Planning application 20/02371/FUL at Regal Lodge, Sherwood Avenue, was received on December 2 and seeks consent for conversion of residential property to an eight-bedroom house in multiple occupation.
"37 neighbouring properties have been notified of that planning application, in addition to a site notice being placed near the premises and a press notice published in the Newark Advertiser.
“This application is under consideration and a date for a decision, or what that decision will be, is not known at this time.
“Th application details that the property had started to be used as an house of multiple occupancy from November 6, prior to submitting a planning application.
“It is not unusual that some individuals start the clearance or initial work to a property prior to receiving a decision. However, this is undertaken entirely at their own risk.”
